“AN ORDER RE-EXTENDING THE IMPLEMENTATION OF MODIFIED GENERAL COMMUNITY QUARANTINE IN THE PROVINCE OF SULTAN KUDARAT UNTIL OCTOBER 31, 2020.Executive Order No. 53, Sultan Kudarat
* Effective until October 31, 2020
SALIENT FEATURES of EO53
*SECTION16-𝗡𝗢 𝗠𝗢𝗩𝗘𝗠𝗘𝗡𝗧 EVERY 𝗦𝗨𝗡𝗗𝗔𝗬
NO INDIVIDUAL is allowed to go out EVERY SUNDAY, except our local enforcers on duty, media, health practitioners going to hospital and health facilities, frontliners, Governors, Vice Governors, Mayors, Vice Mayors, emergency and rescue personnel on actual emergency and rescue operation and other individuals on emergency situation.
ALL business establishments shall be closed on the said days, except Hospitals and pharmacies.
*SECTION 3- CCTS ID (required for every individual entering the province)
*SECTION 21- Classes for public and private elementary and high school in the Province of Sultan Kudarat will now resume effective immediately provided:
a. Modules shall be distribute not oftener than once every two (2) months;
b. No solicitations shall be made by schools to parents of students/pupils in relation to the different modes of learning;
c. There shall be comprehensive strategy, healthcare system and contingency plan to combat the COVID-19 pandemic and to address hospitalization and other needs of the concerned teachers and pupils/students should contamination occur; and
d. There must be a requisite delivery of safe, accessible and quality education.
* SECTION 8-To give way for disinfection, all government offices shall suspend work every Friday at 3:00 p.m.
*SECTION 30- To avoid contamination of officials and employee, LGUs are prohibited from holding activities (seminars, meetings, symposia, conference, and the like) outside of the Province of Sultan Kudarat. Those in the private sector are also enjoined to observe this prohibition.
*SECTION 23 & 24-𝗠𝗔𝗡𝗗𝗔𝗧𝗢𝗥𝗬 WEARING OF FACE MASK & FACE SHIELD
“No Face Mask, No Face Shield, No Entry” shall be observed in all business establishments.
The wearing of face shield shall be required in supermarkets, public markets, malls, public transport and in venues where government-initiated meetings and critical services are being conducted or provided.
*SECTION 33- To curb the spread of COVID -19 on the occasion of our annual solemn remembrance of the dead, public and private cemeteries shall be closed to the public from October 29 to November 4, 2020. However, religious leaders, priest and kaabags, with the accompaniment of one of the relatives of the dead, are allowed to enter cemetery premises to bless the tombs of departed faithful.
*SECTION 4-OPERATION OF ALL BUSINESS ESTABLISHMENTS are allowed at 50% operational capacity including TOURIST ESTABLISHMENTS, provided that accredited tourist establishments shall secure a CERTIFICATE OF AUTHORITY TO OPERATE from DOT XII while non-accredited tourist establishments shall secure the same from the Provincial Tourism Office EXCEPT for hotels and accommodation and food establishments.
Establishments for purposes of contact tracing, must ask for CCTS ID from their customers. In the event that their customers do not have the said CCTS Ids, the concerned customer(s) shall be required to apply/enroll for CCTS Id.
RESTAURANTS and other FOOD ESTABLISHMENTS can operate for DINE-IN but with strict observance to health protocols.
*SECTION 1- Sauna bath establishments and massage parlors shall be opened on the condition that it shall observe strictly the health protocols provided by this Order. The DTI-Sultan Kudarat shall inspect these establishments to determine their compliance with health protocols.
Restriction on movement for leisure purposes is still prevailing covering closure of the leisure houses, including but not limited to the following:
*Recreation facilities
*Cockpits
*Movie houses
*Billiard halls
*Internet cafes
*Bars and beerhouses
*Other entertainment, cultural centers and amusement sites
*Excluded in this restriction are the following:
*swimming in resorts
*jogging, walking, running, biking, workouts in public places and parks,
*individual outdoor exercises and sports such as tennis, badminton, equestrian, range shooting, skateboarding and all kinds of outside physical fitness, except sports with close contact such as basketball, Volleyball, martial arts, taekwondo, etc.
*The following are restricted from movement outside their residence except for indispensable circumstances :
*elderly (60years old and above),
*minors (less than 21 years old)
*pregnant women,
*individual with severe underlying medical condition or who are immunocompromised or with co-morbidities
* SECTION 5- Public utilities (electric, water, telephone) shall establish online payment of bills. Other establishment may likewise adopt the same alternative mode of payment to curb the spread of COVID-19.
*SECTION 7-MASS GATHERINGS are allowed up to 50% SEATING CAPACITY.
*SECTION 9-HEALTH PROTOCOLS shall be STRICTLY observed
a. social distancing (minimum of at least 1 meter).
b. mandatory wearing of face mask.
c. designated washing areas at the entrance of the establishment or in area accessible to the customers.
d. provision of footbath at the entrance
e. thermal scanning for entering customers will be done, and
f. prohibition on spitting in public places.
*SECTION 10-NON-ESSENTIAL ENTRY of people from outside of the Province of Sultan Kudarat is restricted especially persons who are at high risk of being infected I.e., 60 years old and above, immunocompromised or with co-morbidities and pregnant women, except:
(1) health workers,
(2) authorized government officials,
(3) those travelling for medical or humanitarian reasons,
(4) persons transiting to other provinces for essential and authorized travel
(5) persons providing basic services and public utilities, and
(6) labor, essential skeletal workforce and
(7) members of the Press
NON-ESSENTIAL EXIT from the Province of Sultan Kudarat, is restricted, except:
(1) health workers,
(2) authorized government officials,
(3) those travelling for medical or humanitarian reasons, and
(4) those who were granted entry based on the above-mentioned provisions, provided that all persons leaving the Province of Sultan Kudarat must be checked for signs and symptoms (e.g., fever, respiratory symptoms, diarrhea) at exit checkpoints.
* SECTION 12-Persons entering the province of Sultan Kudarat coming from other regions but domiciled in Sultan Kudarat who are ROFs and LSIs, particularly those who came from regions where local transmission is prevalent, shall required to undergo monitored maximum of 14 days quarantine in Isolation Facility or home quarantine.
* SECTION 15-ODD-EVEN SCHEME for ALL VEHICLES, Public and Private Transport in the entire province.
a. Mondays, Wednesdays and Fridays – plate no., conduction sticker or control number ending in 1,3,5,7,9
b. Tuesdays, Thursdays and Saturdays – plate no., conduction sticker or control number ending in 2,4,6,8,0
c. Sundays –NO public and private transport shall be allowed on Sunday as this will be a “No Movement Day.” The basis of transport coding on tricycles and those with no issued plate are their control number or conduction sticker by the concerned LGU or car company, respectively.
EXEMPTED for ODD-EVEN SCHEME:
a. Elective and appointive officials and employees of the government who are going to and from their public duties;
b. Physicians, Medical or Health personnel and employees of other allied services going to and from their work
c.Religious leaders, priest, imams;
d. Media personalities;
e. Members of the LGU Covid Task Force/Incident Management Team;
f. Farm/Food Industry/Bank/MoneyTransfer/Groceries/Convenience / Funeral Employees;
g. Public Utility Employees (SUKELCO and SK Water District, Telecommunication, Energy and Water Companies, Sanitation );
VEHICLES EXEMPTED for ODD-EVEN SCHEME:
a) Armored vehicles;
b) Red plate vehicles;
c) Cargo trucks;
d) Ambulance;
e) Rescue Vehicles;
f) Bicycles provided that the driver has quarantine pass;
g) Vehicles of members of the LGU Covid Task Force/Incident Management Team;
h) Vehicles of Skeletal Work Force of LGU;
*SECTION 22-CURFEW HOURS: 9pm to 4am
* SECTION 18 & 19-SCHEDULE of BURIAL- Burial shall be done on the following schedules: 1.suspected and probable COVID-19 cases shall be within 48 hours after death. 2. confirmed COVID-19 cases shall be within 12 hours after death.
* Vigil/wake on natural death shall not be longer than 5 days.
*Section 35- Non-cooperation of person or entities identified as having the notifiable COVID-19 and refuses to undergo RT-PCR shall be penalized in accordance with this Section.
